About Myself
Sdr Chia Kwang Chye is a third term Member of Parliament in the Bukit Bendera Parliamentary Constituency in Penang. An urban planner by training, Chia was already "ïnto" the computer PCs and IT field in the early 1980s when he founded an IT hardware and solutions company. However, his passion for politics distracted him from the IT world and he ventured fulltime into politics in 1995 when he won his first election as MP.
His first government appointment as Parliamentary Secretary to the Ministry of Energy, Telecommunications and Multimedia rekindled his involvement once again in IT which had by then expanded into ICT. After the 2004 general elections Sdr Chia was appointed Deputy Minister of Internal Security, which he held until the Cabinet reshuffle in 2006.
Sdr Chia has been actively promoting connectivity and broadband expansion throughout the country and especially in Penang when he was the Chairman of the Connectivity Steering Committee, one of the five Penang Strategic K-Economy Initiatives (SKEIs) under the Penang K-ICT Council.
As Deputy Minister of Information, Chia oversaw the awareness programme on State and Federal Government ICT initiatives, and in this state, the Penang Broadband Programme, with the cooperation of MCMC, MDEC, RTM, various government agencies, Penang Broadband Stakeholder Group and a number of strategic partners.
Finally, we are fortunate to have Chia as the Chairman of the Task Force Committee for the implementation of the Pilot Digitilisation Project, which is responsible for the implementation of the pilot DVB-T Digital Terrestrial Television Broadcasting System for Radio Television Malaysia. This will pave the way for a digital broadcasting system of the future which will be a truly interactive service on the digital platform over broadband connection. This will be another delivery platform for the government to provide its services. This will also benefit the business sector, which will have direct access to the audience through this two-way link, thus, enabling a TV-based commercial (T-commerce) service.
